The summer months have long been considered the Silly Season. It’s a time of the year when the attentions of otherwise serious people turn towards beaches and barbequeues, allowing everyday concerns to play second fiddle for a while. It’s the time of year when great sporting events dominate the casual conversational agenda and newspapers, glad of something to report, promote soccer players, tennis stars and IT Girls in very little except Ascot hats, to the front pages.
